County, cities combine effort

DOUGLAS -- With unprecedented growth countywide, two communities and county government are taking an innovative approach to planning. They want to work together. The city of Douglas, town of Glenrock and Converse County are asking the Wyoming Business Council to approve a $25,000 grant to craft a countywide growth management plan. The three entities would match those funds for a total project cost of $45,000, Douglas city administrator Bobbe Fitzhugh said.Communities often seek the Business Council planning grants independently, but rarely, if ever, do multiple jurisdictions ask to plan together, she said.Political relationships among the three governing bodies are such that this sort of project is possible, she added. The time is ripe. Glenrock and Douglas are seeing growth spill beyond municipal limits.

Cloth is her canvas

New Bedford textile artist Elin Noble has always been an explorer, constantly searching to find out how and why. The overlapping colors and intricate shapes in her hand-dyed fabrics reflect years of experimenting and research into the art and science of color theory and dyeing techniques.

This inherent curiosity is spiced with a keen aesthetic sense and a child-like enjoyment of tactile experience. Dyeing cloth, like her other favorite activities of cooking and gardening, allows the artist to relish the sensation of feeling her "fingers in goo."

Ms. Noble's ongoing appreciation for new impressions reflects the peripatetic lifestyle of her youth. Her father's position in the Army meant the family moved every few years to various points around the world, from Germany to New York City to Okinawa to California to Washington state.

In the land of counterfeit

BEIJING -- For tens of thousands of Western visitors annually, no trip to China is complete without a fantasy shopping spree.

"I'm loading up with a bunch of booty and heading back to the States," said Jim Stabile, snaking his way through a maze of shops in the Silk Alley mall.

The airline pilot from New Jersey wore a colorful Tommy Bahama shirt with Oakley sunglasses draped around his neck. Slung over his shoulder was a large Kipling duffel bag filled with Gucci, Fendi and Coach purses.

"Now we're going upstairs to get Callaway golf clubs and Rolex jewelry," he said, gesturing toward two smiling companions. So far, he'd spent just $125, little more than the shirt alone would fetch in a department store back home.

It's a steal, all right, and Stabile knows it.
